Assessment of Chemicals

Objetivo

Specific Objectives:

Situation before the enforcement of the new chemicals policy:
1. To organise and chair about 40 meetings of experts and competent authorities of the Member States per year in various fields of the chemicals legislation: approx 11 meetings on classification and labelling, 5 on new chemicals;
2 on testing methods, 13 on existing substances, 5 on biocides and 4 on export/import and informatic issues. 2. To act as a focal point for classification, labelling, notification, the hazard assessment and risk assessment process of new and existing substances, the evaluation of biocidal substances in collaboration with the Member States;
3. To act as a focal point for methodologies on testing hazard and risk assessment;
4. To prepare technical guidance documents, delivers approx. 30 risk assessment reports on existing substances per year, manages 400 notifications on new substances, establishes a list of +/- 200 substances per year for classification and labelling and submits 5 testing methods for Annex V. Support to the new chemicals policy;
5. To draft the documents requested by DG ENV and DG ENTR (e.g. technical annexes of the new chemicals legislation). Anticipated milestones and schedule The time of delivery of the products of the ECB depends very much on the results of the meetings where the member States have to decide. However, it is foreseen to finalise the following results during 2003: 29th ATP in winter/spring (date to be decided by DG ENV) including the Classification and Labelling of approx. 250 new and existing substances and 13 testing methods 30th ATP with more C+L substances and testing methods (to be decided by DG ENV whether in 2003 or 2004) Approx. 400 notifications of new substances to be processed (ongoing work on weekly base) Approx. 20 Risk Assessment reports on existing substances to be forwarded to DG ENV for decision and publication in the OJ Approx. 40 Risk Assessment reports on existing substances to be published on the JRC/ECB website Agreement on approx.

3 additional alternative methods with Member States Establishment of public access to the non confidential part of IUCLID Publication in the OJ of the 6th European list of notified new substances (ELINCS) Drafting of the 7th ELINCS Following an agreement between DG ENV and DG ENTR, adoption by the Member States and publication on list of potential PBTs Following an agreement between DG ENV and DG ENTR, publication of the updated TGD Drafting of additional chapters for the updated TGD Publication of the first and second priority list of biocidal active substances including the allocation of the responsible rapporteur (Member State) Development of the informatic procedures for the implementation of the biocides legislation 10 - 20 speeches of EB colleagues at conferences to inform about the envisaged changes in the implementation of the future legislation Depending on the timetable of DG ENV / ENTR and the Council, support in drafting legislation and submitting additional information.

Summary of the Action General objectives:
The ECB works to ensure a high level of protection for workers, consumers and the environment against dangerous chemicals and to ensure the efficient functioning of the internal market on chemicals underthe Community legislation currently in vigour. Current situation The ECB is in charge of several technical/scientific duties of the Commission within the legislation on dangerous chemicals (mainly Directive 67/548/EEC and all Annexes, Directive 98/8/EC and Regulations 2355/92 and 793/93. The areas of the ECB are Testing methods, Classification and Labelling, the Notification scheme and risk assessment of new substances, data hosting and risk assessment of existing substances, the Import/Export scheme and biocidal substances. The ECB acts as a focal point for dangerous chemicals and is responsible for the technical implementation of the European legislation on chemicals.

It organises and chairs meetings with Member States authorities, industry and NGOs. In these meetings the Member States representatives agree on proposals for the adaptation of the legislation and on guidance documents. New chemicals policy The ECB participates in the technical part of the definition of the future chemical policy and is involved in the preparatory phase of the expected Central Entity. It participates also in improvement of the scientific tools for the assessment of chemicals. It will be the nucleus of the future Central Entity for chemicals. Rationale The ECB has the responsibility to run the scientific/technical operation of the current regime for chemicals safety legislation mainly under Directive 67/548/EEC and all Annexes, Directive 98/8/EC and Regulations 2355/92 and 793/93.
