S&T foresight in EU+

Objective

Specific Objectives:
1. Prospective mapping of emerging priorities in science and technology continues the construction of a new IPTS overview analysis of priorities for research. It will have several main elements An overall scanning activity undertaken by the ESTO network An expert judgement based activity to select from the scanning procedure key areas for further detail Detailed mapping of key areas. Delivery of issue reports with the aim to produce a synthesis report in 2004;
2. Launch of an analysis of evolutions in the Research and Innovation System of an Enlarged with three main axes of development: Research and innovation profiles (sectoral & regional) in enlarged Europe Scientific skills and mobility Anticipated milestones and schedule:
1. Mapping of Emerging Priorities in Science and Technology 1.1 Completion of two on-going S&T roadmaps (March) 1.2 Analysis of results of ESTO-Science and Technology Alert Function scanning activity (April) 1.3 Advisory group meeting to review pilot roadmaps (May) 1.4 Launch of analysis of further areas (June) 1.5 Review of progress and possible selection of further priority areas (December);
2. Future research and innovation systems in an Enlarged EU: 2.1 Set-up and launch of new project on prospectives on the European Innovation System of a European Union of 25 or more member states (ESTO network - fast tracks + long term monitoring project). Final timing of deliverables to be determined in discussion with client.

Summary of the Action:
In 2003, this action will concentrate mainly on: 1. Continuation of a prospective mapping of emerging priorities in science and technology. 2. First steps towards an analysis of evolution of the Research and Innovation System of an Enlarged EU Rationale There is increasing demand from all levels of decision-makers for timely anticipation and understanding of developments in S&T. The JRC's know-how in prospective analysis can help support policy development by providing strategic intelligence in areas such as research investment, development potential of the knowledge and innovation system and strategies for reinforcing the scientific skill base of Europe. These issues are increasingly prominent on the research agenda given the rapid opening up of new fields of S&T, the continued trend towards knowledge-intensive and science based economic system and the new opportunities for ERA that are created within an enlarged Europe.
