Developing cross compliance in the eu - background, lessons and opportunities

Obiettivo

Cross compliance is a mechanism for attaching environmental conditions to the receipt of agricultural support payments, which is a means of integrating environmental objectives into agricultural policy. The Agenda 2000 CAP reform enables EU Member States to implement cross compliance under Regulation (EEC) 1259/1999, which has been taken up by some countries. However, the use of this instrument is in its infancy and many questions remain about its most appropriate and effective use to promote sustainable development in a EU context. This project will investigate national responses and discuss key issues in applying cross compliance within the EU. It seeks to develop a better and informed understanding of the advantages, the appropriate mechanisms and the constraints of cross compliance as a means of integrating environmental and agricultural policy objectives within the developing framework of rural policy in Europe.
