Objective
SUMMARY
Title: New methods of information treatment for management of water quality in river basins.
The main objective of the proposed work consists in elaboration of proposals for modernization of procedures for collection, processing, transfer and use of data on water quality in river basins and on sources of their pollution. Such procedures will be performed in the framework for creation of an integrated management information system for water quality control with the help of state-of-the-art program techniques and communication facilities. The objects of the study are decision-making system in the domain of water quality management and existing information provisions for management tasks (in Ukraine and Moldova).
Directions of the study are as follows:
determination of information requirements for solution of river basin water quality control problems on various levels of decision-making: strategic, tactical, operative;
study of new theoretical approaches in information treatment and new information technologies for solution of similar tasks in EU-countries and other countries;
determination and solution of problems in information provision updating for decision-making processes in the river basin water quality management.
The main part of the research programme is as follows:
integration of available river basin water quality and pollution sources databases into a united administrative management information system. Elaboration of a standard structure for the integrated database and its software. Application of a system for complex evaluation of water quality and pollution sources with the help of Internet and GIS used for information processing.
The main results will be as follows:
a methodology for formalization of the decision-making processes in the domain of river basins water quality management, and a functional model of the management system;
a model of the integrated information system for water quality management, and a method for its building;
a dedicated GIS-interface for access to data bases and information systems, allowing management of water quality through Internet;
methods for decision-making under shortage of information;
a pilot project for application of the integrated information system to water quality control in the Southern Bug river.
It will be provided for application of the results on various administrative levels:
for taking decisions on the strategic level when national and regional policy of river basins water quality management is formulated;
on the tactical and operative levels for practical application by territorial boards of the Ministries of Environmental Protection (of Ukraine and Moldova), and by basin management boards.
The duration of the project is 24 months. Five teams from scientific, education and technological organizations from the Netherlands (Marine Information Service- MARIS B.V.) Germany (Ruhrverband), Ukraine.
