Objective
The TM alliance consortium consisting of the European Space Agency, ESA, The World Health Organisation, WHO, and the International Telecommunication Union, ITU, initiated a cooperation in building a vision for provision of Telemedicine and eHealth to European citizens by 2010. In the course of the analyses performed and the activities undertaken by the consortium, an evident need of a super-national, objective and non-biased assessment and coordination body has appeared. The TM and eHealth area is so large and multi-factorial, that single 'sectors' e.g. the Electronic Health Card sector, the interoperability sector, or other, to a large extent work in relative isolation from neighbouring sectors, due to intrinsic high levels of complexity.
Specialists active and qualified in one sector are handling well the questions for that specific sector, but have limited basis, insight or mandate to perform the crucial coordination with neighbouring sectors, making them function together in a compatible manner. The consortium organisations together represent background, experience and expertise needed to assess societal (health related), scientific, technical as well as organisational questions and propose solutions. As well, ESA has a solid experience as a backbone activity of that agency to manage international projects in a technical, scientific and political setting.
Interoperability was one of the main concerns identified in the previous study, TM Alliance, and therefore the emphasis in TMA Bridge TMA-Bridge Specific Support Action will be on all aspects of interoperability: communication, database structures, medical workflow, reimbursement and legal aspects. In addition the vision defined in the previous study, will be disseminated as much as possible.
