Objectif EUROMOD is a tax-benefit microsimulation model covering all 15 current Member States (MS) of the EU. It enables research on the effects of policies and policy reforms that have an impact on incomes, poverty, inequality and social inclusion. It has been de liberately constructed to be independent of any single theoretical or disciplinary perspective, as a platform on which users can implement their chosen approaches. EUROMOD is not only of relevance to social scientists but also of potential value to polic y practitioners, as the model itself embodies a knowledge base about different and changing national policy structures and systems within a comparative framework. The aim is to re-design and up-grade EUROMOD in the light of (a) enlargement and (b) the le ssons learned from operating the first, prototype version. The proposed feasibility studies and technical preparatory tasks are structured so that together they provide the basis for (1) increasing EUROMOD's capacity to address a very wide range of socia l science questions (2) incorporating the 10 new MS (3) improving ease of use and accessibility (4) improving the quality of results by enhancing comparability across countries and (5) reducing the resources necessary to maintain, update and develop EURO MOD in the future. The study will be overseen by a User Group who will test the new components and advise on the various trade-offs and choices as they emerge. As well as laying the technical basis for a 25-country comparative research infrastructure, I-C UE will involve researchers from the 10 NMS in the long-standing EUROMOD collaboration. Together with design up-grades and greater clarity in presenting the knowledge base embodied in the model these developments will prepare for a planned new phase of e xtending access to EUROMOD to the EU25 social science research community at large.
