Economic and Social Consequences of Industrial Restructuring in Russia and Ukraine

Objectif

Using high quality data sets, we will investigate: (i) how the restructuring and civil conversion processes affected the performance of the industrial sector in these emerging market economies and (ii) the socio-economic impact of these processes at the household level, including the gender effects. The project will increase the research potential of several partner institutions. First, we will analyze job and worker reallocation and how they affected the productivity of enterprises. In addition, we wil l look at the determinants of firm performance, including R&D, technology transfer and management practices. A special focus in this analysis will be the industry, which has been converted from military production to the production of civilian goods. By looking at Russia in general and at two regions in the Former Soviet Union (FSU) in particular (Ukraine and Urals Region), we will be able to paint a detailed exemplary picture of the economic processes and the determinants underlying and driving the restructuring of industry in the FSU. Second, we take a look inside industrial firms by using very rich personnel data spanning a decade of restructuring. The changing personnel and wage structure and the wage and promotion policies of the firms undergoing transition can be thoroughly explored with these data sets. The evolution of management practices with respect to the management of human resources can hence be traced out over the transition period.Third we will estimate the socio-economic consequences of this restructuring. Using very rich data from the Ukrainian Longitudinal Monitoring Survey (ULMS) and data from a supplement of the Russian Labour Force Survey (RLFS), we will investigate the fate of displaced workers, looking at the incidence and co st of job loss. We will use advanced economic and sociological techniques, including case studies and qulitative research.
