Objective
COMPERA is targeted towards the creation of a sustainable network of programmes that are funding Competence Research Centres. It should lead to a strategic decision-making of programme owners and managers at pan-European level with regard to Competence Research Centres. These centres aim to bridge the gap between technological and economic innovation by providing a collective environment for academics and industry and sufficient critical mass. Their activities are multiple: pooling of knowledge, creation of new knowledge by performing different types of research, training and dissemination of knowledge.
To achieve its objectives, COMPERA will test several cooperation mechanisms between participating programmes. Firstly, the opening up of Programmes will be investigated, for which relevant programme characteristics will be analysed, resulting in the identification of best practices. Hence, common selection, monitoring and evaluation mechanisms shall be developed and implemented. In parallel, joint transnational initiatives will be established. (e.g. measures favouring equipment sharing, introduction of common scientific boards). Rules enabling a more strategic cooperation, like common calls, will also be investigated and implemented. Finally, mechanisms will be set up to extend the initiated co-operation beyond the duration of the project.
COMPERA fosters the creation of the ERA as it will:
(1) result in a sustainable coordination and collaboration between participating Programmes, thus structuring the different research initiatives;
(2) contribute to the creation of a European research market by opening up of programmes and preparing transnational research activities;
(3) enable a more efficient mobilisation of financial means and human capital in a strategic important area;
(4) and improve the performance of Competence Research Centres, resulting in better service-providing to industry, thus enhancing Europe's competitiveness.
