This muitidisciplinary series of summer schools is designed to create a new professional figure in the field of Child and Adolescent Forensic and Penal Law within Europe. The necessity for this role stems from a critical weakness in the actual juridical system. Trails involving minors often require consultation regarding psychological, psychic, sociological and familiar minor's background and present condition. The judge, who takes responsibility, can call for specific assistance. Normally, the experts available for such task are psychologists or sociologisls, sometimes qualified by specific courses.

However, to date, there is no one identifiable professional figure that combines competencies in family, minors and penal law, psychology, psychiatry, sociology. The consequence of the existing procedures might results in a partial and fragmented framework of the minor's background or in a misleading interpretation of his condition that might lead to serious repercussions.

The demand for a new kind of expertise is becoming particularly compelling in the European changing scenario. On the one hand, data reveal changing trends in delinquency due to social-economic transformations (changing living conditions, socio-economic growth, migration, loosening familiar and communities ties) that might lead to new and challenging legal problems. On the other hand, all European countries are developing specific attention to minor condition and to those elements that contribute to his harmonious growth and a better quality of life.

What is becoming a very important issue on agenda is the protection of child and adolescent from their own violent acts and from those committed by others (minors or adults) and from every form of abuses. The professional figure which will result from this series of schools will have the qualification to comprehend, estimate and describe the psychic and psychological development of the minor in relation to environment and family, and will be competent to evaluate the damages (factual and potential) and their symptomatic organisation. This procedure constitutes a necessary step for the formulation of a therapeutic and rehabilitative project to be associated with possible punitive and/or restraining actions according to the legal measures of the different European countries' juridical systems.
