A virtual desktop to support the mobile elected representative

Ziel

The primary focus of 'eRepresentative' is to investigate the potential impact of a 'virtual parliamentarian desktop' to support the work of elected representatives at national, regional and local level by making services more effective and more tailored to meet their individual requirements. Such an 'eRepresentative' would allow personalised interaction with, and integration of, relevant information for elected representatives to support their day-to-day committee work anytime, anywhere.

The proposed investigation explores the extent to which a novel combination of information management, mobile technologies and security systems can be designed to enable information sharing and access to large-scale information repositories to provide elected representatives with a mobile, personalised working environment. In order to scope the research, the application focus is on the legislative process through parliamentary committees.

Rather than develop a single solution for each parliament, 'eRepresentative' will take a pan European perspective and develop a generic solution that can be easily tailored to any platform. By considering the parliamentary services available in a number of different kinds of EU parliaments, it will develop a common understanding and a common description of the problem and hence a solution that can be adopted by national, regional and local elected bodies.

The specific project objectives are:
- To understand what it means to be a mobile elected representative and model the associated services needed by them and the tasks they need to undertake
- To appreciate and model the information and information systems associated with parliamentary scrutiny of legislation and policy
- To specify and develop a virtual desktop environment for secure mobile working
- To deploy the eRepresentative desktop in a number of national and regional parliaments
