Synchronizing Information for Local-National Participatory Natural Resources management

The SINREM project addresses a major bottleneck of participatory natural resources management (NRM): the circulation
of information across decision levels. The NRM process is viewed as "a social system" within which people from different
decision levels interact to broaden their comprehension of NRM, to create new knowledge, and to provide incentives for
problems to be solved. Therefore the aim of the project is to develop an innovative learning process construed from social
expectations, perceptions, needs and requirements at various decision levels. It will be done in close collaboration with
Universities of three Central American countries and as a support to two regional organisations.
SINREM mobilises adaptive methodologies for defining sensitive information rooted in the social system and provides an
inclusive approach to bridging existing networks and information systems from local to national scale. The approach is
better viewed as the facilitation of a coherent and co-ordinated process rather than a rigid "integrated" framework. It
emphasizes empowerment and governance at municipal level, and the articulation of an agreed analysis of natural
resources management with actual development plans. This is done through 1) capacity building and networking;
2) a knowledge base obtained by synchronizing existing information systems; 3) dialogue and negociation spaces and
processses consolidation; 4) a strategic environmental planning. By design, SINREM contributes to the implementation
of a normative framework for concerted and informed NRM in Central America, and particularly for the two regional
organisations. It will leave national Universities with a capacity to blend sound environmental knowledge into local
development plans, in relationship with European Institutions.
