Cel The proposal focuses on the topic of free access to information, which is a key element of the openness and transparency principle, all that in the context of reforming Romania's public administration.Assuring free access to public documents is also very important in the context of the public administration reform, because in this way the citizen's trust in governance is increasing, it helps making a more efficient system of public administration, the communication between the citizens and administration is better, the autonomy of public administration from the politic influence is increasing as well, the corruption is reduced.The state of the art in Romania provides for a set of regulations, adopted in recent years regarding transparency in decision-making, a framework law on free access to public information, but also on classified information.The project is focused on studying the provisions of US legislation concerning free access to public information, drawing a comparison with equivalent ED legislation, developing thus a framework to assess the qualitative aspect of the Romanian legislation. US track record on the issue and the subsequent comparison to extensive EU experience makes the study highly relevant for a Candidate Country, which currently works to fulfil the acquis communautaire conditions.First, secondary data analysis on laws, court decisions and best practice reports will be conducted in a comparative manner using the data already collected (secondary analysis), the doctrine and the legislation from U.S. E.U. and GEE countries, and also writing scholarly papers, in order to draw some conclusions on Romanian legislation.In the second part of the research comments, analysis and proposals on the Romanian legislation relevant for the topic will be made, in order to develop a picture of the aspects that need to be taken in consideration for the reform of public administration through transparency and openness.
