The legal and institutional factors shaping New Modes of Governance (NMGs) in regional economic policy contexts: The cases of Spain and Romania

Objective

This research project analyses the legal and institutional factors bearing upon the emergence and functioning of new modes of governance (NMGs) in economic policy contexts at territorial/regional level in Spain and Romania.

For the purposes of this project, NMGs are understood as non-hierarchical forms of coordination between public and private actors in economic policy-shaping and implementation.

The project applies an interdisciplinary research approach, combining comparative legal analysis with theoretic al perspectives and empirical research tools borrowed from the political sciences.

In terms of research output, the objective is to identify and discuss the legal and institutional factors (at EU, national and territorial/regional level) that obstacle the emergence and functioning of NMGS in regional policy contexts, and to discuss modalities for allowing and enhancing synergies between 'old' and 'new' modes of economic governance at territorial/regional level.

The project examines the Spanish and Romanian frameworks and experiences in the context of three related EU economic policy areas: EC cohesion policy, Community support for rural development, and the European Employment Strategy.

The analysis is structured on two dimensions: at the EU level, the project examines how the characteristics of the acquis in each of these policy areas (in terms of 'constitutional' basis, mix of 'hard' and 'soft' methods and instruments, etc.) influence upon the emergence and functioning of NMGs at territorial/regional level.

On the national dimension, the project examines the domestic constitutional, legislative and institutional factors that bear upon the mix of 'old' and 'new' modes of economic governance at territorial/regional level.
