Objective The PEPPER proposal looks critically at all relevant aspects of enforcement and aims to produce recommendations and tools for the development of more effective and efficient traffic law enforcement (TLE). Speeding, drink driving and use of seat belts are especially targeted. The project views the whole enforcement chain. It recognises the need for improved enforcement data and better understanding of the impacts, and studies the potential of innovative technologies in the different links of the enforcement chain.The work is organised in five work packages (WP). WP1 (Strategic, legal, administrative and social context of TLE) studies the role of enforcement in traffic safety policies, and analyses the roles of different stakeholders. The results indicate how the enforcement chain could be strengthened. WP2 (Model for enforcement data collection systems and associated pilots) develops models for strategic enforcement monitoring databases.
