Objective
The efforts of enlarged European Union to rely intensively on its knowledge sector in order to raise its competitiveness and achieve sustainable development are spreading throughout the ‘Old Continent’ via intensified international cooperation in research and support actions. In the process of European integrations that the Montenegrin Government is strategically oriented to, the research is pushing its way up the political agenda. From the other side, an increased demand for advanced processes and technological solutions, especially for better management of resources and increased competitiveness of SMEs within the country, are calling onto the research to respond. This situation stimulates the University of Montenegro – the central institution of Montenegrin Research System, to change. In order to respond to the developmental needs of the country in a new social and economic reality, to realise the opportunities opened to it nationally and internationally, especially with the association of Montenegro to FP7, the University of Montenegro needs to strengthen its research function. The University management realises that this process has best chances for success if it is done in cooperation with European partners, through establishment of quality standards, exchange of knowledge and best practices and collaboration in research itself. These are the main reasons why University of Montenegro is proposing the EVOLUNIMONT project. It will give this massive institution a framework for stimulating its research by: • Identifying obstacles (institutional, policy, material and human) for research that need to be removed, • Learning about good practices in research management of Universities that have achieved intensive development in research • Defining the University Research Strategy that will facilitate research and research management within the University • Providing a standard for following its progress and comparing its research quality with European
