Objective
The European Research Area is positioning the mobility of researchers and circulation of knowledge at its core, in order to ensure abundant and sufficient human resources for research in Europe. Many initiatives at regional and European levels have been undertaken in order to stimulate the movement of researchers, their shorter or longer stays within grant or fellowship schemes and numerous coordination actions, Euraxess being the most important. Montenegro, as a small country, with limited number of researchers in absolute terms – around 1500 (although high as a % of employed – 8.8) needs to optimise the benefits of its association to the Seventh Framework Programme and other international research cooperation opportunities if it is to achieve the level of technological development that is required for a modern, more specialised and competitive economy, and economy that fulfils the EU standards. On the other hand, Montenegro needs to keep developing a wide spectrum of tertiary education opportunities in order to ensure the development of its human capital. In this view, Montenegro also should optimise the benefits resulting from mobility of its students and researchers. Objectives of the project Euraxess Montenegro are to: 1. Structure the existing national capacities for mobility by forming the National Researchers’ Mobility Network. 2. Develop quality service of informing and providing proximity assistance to mobile researchers 3. Provide training facilities to officials and administrators dealing with mobility 4.
