Support Action for a Transport ICT European large scale action

Low carbon multi-modal mobility and freight transport

The SATIE support action will prepare the way for the successful launch of a programme of European large scale actions ("elsas") to accelerate the deployment of ICT for sustainable mobility and transport. It will provide assistance to programme managers and potential participants before the programme begins, and will explore the key elements of an elsa before issuing guidelines for the design, construction and operation of an elsa in the form of an "Elsa Handbook". SATIE will:1.\telaborate the concept, procedures and added value of a large scale action2.\tdisseminate and raise the awareness with regard to the possibilities of a Transport-ICT elsa with all stakeholders throughout Europe3.\tmap existing initiatives and possible future initiatives which would fit into an elsa approach.The essential commitment of the stakeholders and service champions is achieved by an iterative process of consultation aiming towards the efficient intergration of European, national, regional and local policies, innovative procurement practices, European funding instruments, European and national innovation platforms, exploitation of R&D and the objectives of the public and private stakeholders within the value networks of ICT for mobility and transport. The iterative process aims to specify the optimum elsa with regard to the added value to European innovation and economy as well as the European transport system in view of its sustainability in terms of environment, safety, and efficiency. Building on this the Support Action will be able to provide the Commission with input for evaluating the concept of a large scale action and launching a European programme.
