Objective
Enlargement of the EU not only poses new challenges, but also new opportunities for the Union. A key factor for growth, integration, and the development of a Single European Market is foreign investment and international trade across all Member States.
A highly innovative, multilingual knowledge base (English and the languages of the participating countries) modelling generic processes and transactions necessary in any country to undertake such commercial activities will be a key facilitator for SMEs, and for advisors in banks, consultancies, chambers of commerce, or local governments.
This cross-border information service integrates in a comparable fashion country-specific (1) information on relevant laws, rules and regulations including administrative forms to be submitted to governments and agencies, supplemented by (2) legal, administrative and transaction advice and expert know-how as well as country-specific (3) institutional, commercial and social information and links to statistical data. It is complemented by references to relevant (4) European and international law. Problem-oriented access is provided through a multilingual interface.
Three SMEs, very successful players in the commercial legal information markets in Bulgaria, Poland and Romania have analysed, prepared for and tested the feasibility of creating such an innovative cross-border information service to become available on multiple platforms including mobile. It will be scalable and expandable to other Union countries/partners.
