Abstract

The aim of the HORIZON project was to define and employ scientific methods to measure fatigue in various realistic seagoing scenarios by means of bridge, engine-room and cargo simulators. The project assessed the impact of fatigue on decision-making performance and determined optimal settings for minimising fatigue risks for both the ship and the seafarers.

The principal objectives of the HORIZON project were to:
- provide a realistic, high-fidelity, voyage scenario with which the watchkeeper's cognitive performance can be measured;
- provide various watchkeeping patterns which would cause fatigue to watchkeeping officers;
- capture empirical data concerning the cognitive performance of the watchkeepers' undertaking these watch-keeping patterns;
- analyse the empirical data to determine the effect of fatigue on the cognitive performance of the watchkeepers;
- develop a fatigue management toolkit for use by ship managers, maritime regulators, flag states, port states and the International Maritime Organisation (IMO);
- derive a set of recommendations that maritime regulators and ship managers can use to improve the safety and reliability of vessels.
