The Local Environmental Charters (LEC) project focused on the "organization and evaluation of the demonstration phase of the EC Workshop methodology for raising public awareness of the impact of science and technology".

This project concentrated on the promotion and distribution of information of the methodology within a network of 20 municipalities that varied in size. These municipalities worked together in the framework of the Local Environmental Charters project. The main purpose of the LEC project was the formulation of a Local Environmental Charter and/or a Local Agenda 21 by means of local participatory processes. The LEC project was co-ordinated by The International Institute for the Urban Environment and co-financed by Directorate General XI.

In chapter 2 the framework of the project, namely the LEC network, is discussed. Chapter 3 of this report gives a compact description of the main phases and elements of the awareness workshop methodology in short. Chapters 4 to 10 reflect the Local Scenario Workshops that have been held by the following LEC cities and towns:

- Breda (The Netherlands);
- Gubbio (Italy);
- Kolding (Denmark);
- Kuopio (Finland);
- Lavrion (Greece);
- St Leonhard am Forst (Austria);
- Visby (Sweden).

The outcomes are analysed and the workshops are evaluated. Conclusions and recommendations to improve the method are elaborated in the final chapter.
