Final Report - TAXBEN (Tax/benefit systems and growth potential of the EU)

As policy-makers strive to boost the European economy and to reduce socio-economic disparities between countries of the recently enlarged European Union (EU), an opportunity has arisen to compare the tax-benefit systems of the various Member States and to examine how they support or hinder these efforts. In-depth analysis of the underlying mechanisms may suggest ways to harmonise these systems within the EU so as to maximise desirable impacts. A focus on growth, employment, sustainability, and processes linked to Union building would also contribute to such an analysis.

As detailed in the project's final report special focus was given to certain areas. The project team has used many novel approaches, especially in building new tools that rely on the approach of general equilibrium models so that both the direct and indirect effects of taxation can be analysed. Also new applications of existing large-scale multi-country models were carried out to evaluate the impact of tax policies. A number of theoretical approaches on economic policies under the single currency were carried out, too.
