Final Report - CASES (Cost Assessment for Sustainable Energy Systems)

Project ID: 518294
Funded under: FP6-SUSTDEV

Abstract

This is the final report regarding deliverable D11.1 (Policy Assessment Guideline) of the CASES project. The CASES Coordination Action carried out its activities from April 2006 to September 2008. In this period it evaluated policy options for improving the efficiency of energy use, underpinning this evaluation with a consistent and comprehensive picture of the social cost of energy, and made this crucial knowledge available to all stakeholders.

The current report analyses the two main valuation approaches that can be utilised in environmental policy making. These approaches are the Cost-Benefit Analysis (CBA) and the Multiple Criteria Decision Analysis (MCDA). After providing some general information regarding these valuation approaches, the report provides an overview of Multiple Criteria Decision Analysis and its methods, as well as an overview of the guidelines for implementing CBA and MCDA in policy assessment.
