This guide to a set of non-domain specific preparatory, support and transfer actions forms one part of the Information Technologies programme Information Package. The guide needs to be used together with the ESPRIT Work programme, published separately, which outlines the technical coverage and priority research and development themes for the programme. It provides guidance for organizations considering making a proposal for:

- A Network of Excellence: a grouping of RTD teams from industry, universities and research centres with common long term technological goals, coordinating their research as well as their training and technology transfer policies;
- User Groups: intend to coordinate specification of user requirements and assessment of their implementation, related to relevant RTD themes as indicated in the Work Programme;
- Working Groups: aim to improve systematic exchange of information and forge links between teams working around a common RTD theme, through workshops and short scientific visits
- Concerted Actions: aim particularly at coordination of RTD projects already funded by public authorities or private bodies in Member States.

The RTD objectives or projects in these actions should clearly relate to the ESPRIT programme, but may be in any of the programme domains.
