This guide to Reactive Long-Term Research (LTR) projects forms one part of the Information Technologies programme Information Package. It provides guidance for organizations considering making a proposal for a reactive LTR project. The guide needs to be used with two other documents:

- The call for proposals which provides details of the most recent submission dates and overall budget;
- ESPRIT Work Programme which outlines the technical coverage and priority research and development themes for the IT Programme.

The purpose of the activity in Long-Term Research (LTR) is to ensure that at any one time the potential for the next wave of industrial innovation is maintained and that the scarce expertise underpinning European information technology RTD is replenished in those areas where it is most needed. Projects in the LTR part of the IT programme must also be motivated by industrial needs, but will be more upstream, often will have a higher level of risk and therefore will tend to have greater involvement of academic researchers than projects in the other parts of the IT programme.
