Abstract

AIM was a project, funded by the European Commission (EC) under the Sixth Framework Program (FP6), aimed at developing a new approach and new methods to assess the capacity of pension systems to deliver adequate old-age income maintenance while ensuring sustainable public finances. To achieve this, AIM had two main scientific objectives:
1. the assessment and exploration of the methodology used to analyse pension systems and come up with improvements;
2. the use of this new methodology to assess the adequacy of pensions provision.

This document provides a summary of the overall project objectives and a thorough analysis of the work performed by 10 work programmes. The main focus of the analysis, covering the European Union (EU)-15 and the New Member States, was on the capacity of social security systems to contribute to preventing poverty among the old and elderly and more generally to enable persons to take all appropriate measures to ensure stable or 'desired' distribution of income over the full life cycle. Furthermore it examined the capacity of pension systems to allow workers to change job or to move temporarily out of the labour market and to adapt career patterns without losing vesting of pensions rights. It also addressed the specific challenges with respect to providing appropriate old age income for women.
