This guide for proposers is intended to aid organizations which are planning to submit a proposal for "software best practice" activities in response to a call for proposals issued under the Specific Programme for Research and Technological Development (RTD) in the field of Information Technologies (IT) under the fourth Framework Programme (1994-1998). The actions are identified as preparatory, support and technology transfer measures in the 1996 Work Programme of the Information Technologies Programme, in Domain 1: Software Technologies, subdomain "Software Best Practice", tasks 1.27 to 1.31, inclusive. This document provides detailed information for the activities under tasks 1.28, 1.29 and 1.31 (subjects of call in March 96) and on how to submit proposals. Detailed information on tasks 1.27 and 1.30 will be available at the time of the call for proposals. It is suggested to read and use this "guide for proposers" in conjunction with five other documents:

- The "call for proposals" published in the Official Journal of the European Communities;
- The above mentioned "Work Programme", which sets out the essential technical scope of the IT programme;
- "ESPRIT: an introduction for proposers", which addresses general guidelines and explains many terms and concepts which are used throughout the documentation;
- "Software best practice questionnaire".
