Abstract

This guide explains how proposals to the TMR Networks Activity are, first, received by the Commission Services, second, examined for eligibility, third, evaluated by peer review and, finally, formally selected by the Commission. Its aim is to give a step-by- step description of the handling of proposals for TMR research networks from the time a proposal arrives in the Commission offices to the time the proposer is informed of its selection or rejection.

The final annex to this document contains the guide that will be sent to all primary reviewers of TMR network proposals. In it, the criteria that will be used to judge proposals, together with the marking scheme have been clearly set out. It is hoped that this will enable potential applicants to judge the suitability of their own proposals before submission, thereby improving the quality of proposals received and reducing the number of poorly presented proposals.Therefore although the guide is intended primarily to assist those involved in the peer review, it will also be of more general interest, particularly to potential applicants.
