Abstract

The present, second, edition of the Enterprise Scoreboard provides a panorama of evidence concerning entrepreneurship and related issues. The Enterprise Scoreboard gives an indication about where to look for good practices, and presents a way of evaluating past efforts made with a view to realizing improvements in particular areas. The seven areas chosen for monitoring in the present Enterprise Scoreboard are undoubtedly crucial for the dynamism of the enterprise sector, where further political action is necessary and where improvements are most needed in order to realize the objectives for the Union established at the Lisbon European Council in March 2001.
Even if enterprise policy does not relate directly to all of the indicators presented in this Scoreboard, they are nevertheless important to provide a broader picture of the conditions under which European enterprises operate. The seven areas are:
- access to finance;
- the regulatory and administrative environment;
- open and well-functioning markets;
- innovation and knowledge diffusion;
- entrepreneurship
- human resources;
- new technologies.
