The Council of Ministers has recognized the benefits of a European approach on research infrastructures in the context of the European Research Area. In June 2001, it invited the Commission, in close collaboration with the Member States, to explore the need for new arrangements to support policies related to research infrastructures.

Responding to this invitation, the Commission convened an Expert Group with representatives designated by all fifteen Member States. In this report the Expert Group concludes that policy-making on research infrastructures of European significance has steadily become more complex and less effective and that a more collective approach is indeed now needed to guide policy-making in the Member States.

The Expert Group therefore recommends that Member States set up a European Strategy Forum on Research Infrastructures with the following remit:
- to support a coherent and strategy-led approach to policy making on research
infrastructures in Europe;
- to facilitate multilateral initiatives leading to a better use and development of research infrastructures.

Annex 4 of the document was updated in February 2002 by the addition of contributions from Luxembourg and Portugal.
