This publication presents an overview of the results of the second Community Innovation Survey (CIS) (1997-98), by country and firm size, and makes a detailed comparison between high-tech industries and other manufacturing sectors. For the purposes of the CIS, innovative firms (\"innovators\") are those that have introduced a technologically new product, process or service during the previous three years. The survey covers not only R&D inputs but also the acquisition of machinery, software or other technology, as well as training and market introduction. In respect of product innovations, it distinguishes between those that are simply new to the firm itself and those that are also new to its market (\"novel\"). The publication of the survey results was co-ordinated by the Statistical Office of the European Communities (Eurostat).
