Seminar on the conditions of entry for researchers undertaking international mobility, Brussels, 4-5 December 2001. Final version, 21 March 2002

Abstract

This seminar is in line with the dynamics started after the Lisbon European Council on 23-24 March 2000, when the European Commission and the Member States were invited to work in close co-operation in order to remove the obstacles to the mobility of researchers. As a follow-up, a High Level Group of representatives of Research Ministries was set up by the Commission, with the aim at identifying the remaining obstacles to mobility of researchers and analysing solutions for their removal. The High Level Expert Group issued its report on 4 April 2001. Following this, the Commission adopted, on 20 June 2001, a Communication to the to the Council and the European Parliament entitled "A mobility strategy for the European Research Area".

The topic of the conditions of entry for researchers roused much interest in the High Level Group; that is why it was agreed that it would be the theme for the first of the workshops dedicated to exchanges of information and best practices among Member States and Candidate Countries.
