The European Union's Fourth Framework Programme (1994-1998) has put special emphasis on increasing the participation of SMEs. Specific technology stimulation measures for SMEs have been put in place including the exploratory award : this award is intended to support SMEs for preparing a full project proposal. If you are working in an SME and decide to submit a proposal for an exploratory award, this model proposal, based on a fictitious case can provide you with useful guidance as to how to draft and present your proposal in the right format. Ineligible proposals will not be evaluated by the Commission so an eligibility checklist is included.

When preparing a proposal, you should refer to the Information Package on the technology stimulation measures for SMEs since it contains all the forms and detailed information required for preparing and submitting a proposal. The Information Package consists of 3 booklets each containing about 20 pages:

- Part I: Exploratory Awards;
- Part II: Cooperative Awards (CRAFT);
- Part III: Information and assistance, specific information on each programme.

This model fictitious proposal was originally prepared with relevance to both the Agriculture and Fisheries programme (FAIR) and to the Industrial and Materials Technology programme (BRITE-EURAM).
