Volatile organic compounds and nitrogen oxides : Cost effectiveness of measures designed to reduce the emission of precursors of photochemical oxidants : Phase 1
The measures available to reduce the emissions of precursors of photochemical oxidants in the EEC are studied. The multiplicity of sources for both nitrogen oxides (NO(x)) and volatile organic compounds (VOCs) on the basis of major emitters is appraised. Areas investigated in detail include the use of solvents in paint, printing, dry cleaning and metal degreasing with traditional and newly developed abatement/reduction methods. Petroleum refinery studies cover tankage emissions (fixed ship and road), fugitive emissions, gasoline distribution through to the service station and appropriate abatement technology to minimise emissions. Stationary combustion source techniques for reducing NO(x) emissions, and mobile sources for both gasoline and diesel engines emission abatement are also investigated. Estimates of the cost effectiveness of abatement measures are presented in terms of mass of VOC and/or NO(x) abated. The results of this study and selected scenarios will be taken into account when running the SAI model.
