Utilization of the results of public research and development in FranceFunded under: IS-SPRINT 0
The object of this report is to analyse the impact of R & D on innovations and on the economic success of France, where the role of the administration is considerably greater than in the other countries of the EEC. The proportionally greater part of R & D is publicly funded, a fact which reveals the inadequacy of the effort devoted to it by the French business sector, particularly by small industries and the traditional sectors of activity. The report describes the historical background, the present structure and the instruments of R & D and goes on to set out recommendations to be implemented both in France and throughout the EEC. Two main spheres of action - the cultural and the structural - are proposed. At a national level, for the valorisation of R & D it is essential to take into account not only the protection of innovations and the propositions made by research centres, but also the demands made by enterprises for access to technological resources as well as the promotion of research studies on technology management. It is also necessary to encourage the mobility of human resources and the interface of R & D and industry, whilst at the same time co-ordinating the action of existing decentralised structures and promoting access to foreign technology.
