A review of COST cooperation since its beginningsFunded under: IC-COST
This report traces the history of COST and looks at its various components, how it operates and is organized, the dynamism it has generated, and how it fits into and what its limits are in the new context of European scientific cooperation. This review also includes a general panorama and a summary of COST activities and the initial concrete results obtained. It concludes with a number of proposals regarding the future of the cooperation. The report is not an evaluation, but rather a political analysis that is as objective and realistic as possible and illustrated by the various opinions and criticisms already expressed by the competent bodies concerned. Lastly, the report is intended to serve as a reference document for the COST conference held in Reading (UK) on 4 October 1988 on the accomplishments of COST cooperation and the concrete results obtained since the beginning and as a basis for any recommendations, policies and decisions which the Committee of COST Senior Officials, the COST countries and the Community institutions feel will have to be taken for the future development of cooperation in this field.
