An integrated knowledge-based system for the management of emergencies involving PCBs and their perjorative transformation substances (PCDDs, PCDFs)
EEC directives and European Countries' legislations classify Polychlorinated Biphenyls (PCBs) as hazardous substances. A systematic approach towards the management of widely used electrical equipment containing these chemical substances is discussed in this paper. A computer-based information system is developed, using advanced Knowledge Engineering techniques. This decision support system deals with prevention and emergency response in case of an accident involving PCB containing electrical apparatus. Special attention is given to the Accident Response module of the system, and its operation by the system's potential users, which are regional and central authorities and major industries using PCB containing equipment.
