The Commission appointed a panel of five external independent experts to evaluate the Community Research and Development Programmes in the field of the Environment (1981-85 and 1986-90). The evaluation was carried out according to the guidelines specified by the Council Resolution on the evaluation of R & D programmes (O.J. C213, 9.8.83) and further developed by the Commission's Plan of Action on Evaluation (O.J. C2(1), 6.1.87). Taking into account the programme's objectives, the panel examined the impact of the programmes on Community and National policies and their contribution to the development of a scientific network of co-operation at European and International level. Furthermore the panel analysed the procedures involved in the planning of the programmes and the effectiveness of the management in performing the tasks, research project formulation, proposal selection, contractor follow-up and result dissemination. The panel made recommendations concerning management procedures, definition of operational goals and the balance of the programme's components.
