STAR : A Community programme designed to give improved access to advanced telecommunications systems in less-favoured regions of the Community
STAR (Special Telecommunications Action for Regional development) is a Community programme with the aim of introducing advanced telecommunications services in the less-advanced regions to strengthen their economic fabric and generate employment. The programme is designed particularly for the small and medium-sized firms that form the basis of economic activity in these regions. The STAR programme is geared solely towards advanced systems and quality of service. STAR is an important component of a European telecommunications policy aimed at improving the competitiveness of the European economy. This policy has the following main lines of action: the coordinated development of telecommunications infrastructures; the creation of a single internal market in terminals and equipment, which presupposes mutual compatibility between systems; implementation of a pre-normative and pre-competitive R & D programme in the field of integrated broadband communications technologies; the improvement of the way these services and advanced networks are introduced in the least-developed regions of the Community; and the development of common European positions in international negotiations.
