The first part of this report analyses the scientific and technological (S/T) potential of the Member States of the Community in comparison with that of the USA and Japan. The second part presents the instruments and practices designed to increase effectiveness of the S/T potential in Japan and the USA (bolstering of S/T capacity within companies, development of venture capital markets, development of research in co-operation and encouraging the spread of the results of research and transfers of technology). The final part analyses national efforts and joint action of EEC member countries to reinforce the cohesion and efficiency of the European S/T `space' (developing the fluidity of exchanges, supporting S/T activities and spreading of technologies in the productive sector, synergy of governmental action).
