Abstract

The design of information systems for the management of systems at risk and emergency situations has been approached from the point of view of Hypermedia technology in relation to the problem-solving components required. The analysis of the cognitive needs and of the problem solving capacities of such tasks seems to indicate that the classical information organisations present serious limitations. That is why a system capable of reproducing, in some way, a structural organisation of the information in associative forms, like a Hypermedia system, is considered. The additional fact that such a system has to be utilised by a heterogeneous community of users operating within different scopes, carrying different cognitive backgrounds, indicates the need for a flexible system, adaptable to various user profiles, an intrinsic characteristic of Hypermedia. Finally the multimedia nature of Hypermedia is a factor of paramount importance, especially in areas of risk and emergency management, when high quality images, in association with text, data, sounds etc. can facilitate and accelerate the decision making process.
