Abstract

The statistical evaluation of plant accountancy data is an important tool for the safeguards assessment of material balances. On the basis of the well established procedures for MUF evaluation and the experience with facility-specific computer programs the new evaluation software, MADES, was developed and implemented. MADES is highly user-friendly, facility-independent and allows evaluation of material balance periods on the basis of accountancy data reported according to EURATOM Regulation 3227/76. Stratification and generation of the operator's measurement system may be done in interactive mode. This is particularly helpful for first assessment studies in view of the importance of specific strata and components of the measurement system. Once the stratification and measurement system is established, data may be processed in batch mode. The structure of the software is designed in such a way that the inspectors' measurement system may also be introduced with the possibility of extending MADES to D(k)- and D-statistics.
