The council of European ministers initiated a system of European Inventories in 1975, which required the creation of multilingual inventories of which the most extensive was to concern environmental research carried out within the EEC countries. It soon became clear that the existence of six official languages presented problems needing special attention, and a small ad-hoc body was set up, the MSD group, to prepare a Multilingual Descriptor System for the environmental inventories. It had two objectives: 1. To create a master list of descriptors, to be used for indexing environmental subjects. 2. To provide translations of each transcriptor in all Community languages. German, English, Dutch and international lists of some 2500 indexing terms were first translated into Dutch, French, German and English so as to produce a draft as a basis for discussion. This draft proved to be too extensive, to confusing, and too detailed, so it was changed to simplify the discussion and editing of the list. The resulting subject classification system has proved to be very useful, also providing a multilingual glossary of environmental concepts.
