Abstract

Based on research into the available financial data in small and medium sized enterprises and in particular taking account of our experience of the business conditions under which they operate, we suggest that the approach to the identification of new technology based enterprises should: - be applicable, with minimum modification, for the identification of enterprises, products or processes; - be directed primarily towards the creators rather than the users of innovation; - consist of a three-stage approach designed to eliminate clearly non-qualifying enterprises, products or processes early; - focus, in a first eliminatory round, on necessary criteria of technological feasibility of the product or process proposed and on the appropriateness of the training, skills and experience of the staff available in the enterprise; - focus, in a second stage, on the following supporting criteria: high added value, sufficient R&D expenditure; - focus, in a third stage, on the following additional indicators: capital investment in R&D facilities, patents.
