APPLICAZIONE DEL TELERILEVAMENTO SPAZIALE ALLA PREVISIONE DELLE PRODUZIONI RISICOLE NEL BACINO DEL NIGER
The Joint Research Centre (CCR) of the European Communities at Ispra (Italy) has for the last ten years included as part of its own research programme the perfecting of satellite survey techniques in their application to marine environments (the spread of pollution, primary production) and to land areas (agro-ecological inventories, land use). On the basis of results of the Agreste Project carried out by the CCR Ispra between 1973 and 1977, which mainly involved producing an inventory of rice fields in Italy and France, the concept evolved of experimental application of satellite surveys to the rice production of West Africa. This rice production represents a major food source and is the object of sizeable investments by the European Development Fund in the region under consideration (Mali and Guinea) where rice growing perimeters are being established irrigated with controlled submersion. The project, code-named JOLIBA from the Bambara name of the river Niger) was given two immediate objectives: 1. Agricultural objective: short-term forecasts of rice yields (in conditions of controlled and uncontrolled submersion), intended to aid the management of cereal food stocks which are so vital for the lands of the Sahel regularly affected by drought. 2. Hydrological objective: forecasts of the level of flooding of the rice growing perimeters in relation to the water levels of the river Niger, intended to aid the management of rice field irrigation.
