Abstract

As to the nature of action undertaken by the Commission since 1980, we chose two approaches: - The one consisted of preparing its own proposals of action at Community level for the Council of Ministers for decision in order to get the necessary legal basis for action in the new field of innovation promotion, - the other consisted of checking all of the running in-house activities, programmes and tools (like European Regional Development Fund (ERDF) and the European Social Fund (ESF) with regard to their actual or potential relevance to the promotion of innovation in the Community. It is by reason of this double approach that the initiatives of the Commission are heterogeneous by nature. But what is perhaps more important is that our initiatives are essentially parallel and complementary to the initiatives and policies adopted in the Member States for the improvement of the innovation and competition capabilities of industry.
