Abstract

A general formula for the fluctuations spectrum of inhomogeneous plasmas and fluids at statistical equilibrium is found. It is valid for linearized equations of conservative systems and uses a rigorous treatment within Gibbs statistics. It opens the way for quantitative calculations of two-dimensional systems.
