The seminar reported in the book was organized by the CEC and forms part of its efforts to encourage the exchange of information in this import albeit difficult science policy field. The papers presented at this seminar discuss and explore alternative methodologies and procedures for R&D evaluation currently in practice in the Community member states, the USA and Japan. In addition, the Commission's current evaluation activities, philosophy and future strategy are also reviewed. The evaluation of R&D programmes is a young but fast developing discipline, valued noy only by the scientific community but also by those involved in R&D policy formulation and operational management. This publication aims to provide a better insight into this increasingly important field through the presentation of recent developments and the identification of areas for further research.
