ORGANISATION OF THE FIRST EUROPEAN QUALITY ASSURANCE PROGRAM FOR SULFUR DIOXIDES, BLACK SMOKE AND TOTAL SUSPENDED PARTICULATES
The First European Assurance Program as described here concerns 33, 26 and 18 laboratories respectively, interested in interlaboratory tests of SO-2, black smoke and total suspended particulates. Stable standards of these parameters will be successively measured in accordance with procedures previously discussed, allowing cross-checks and comparisons. In the SO-2 test, the CL will send to the participating NCOs two batches of air - SO-2 mixtures the SO-2 contents of which (below 400 ppb) will be determined by different techniques (UV-F, FPD, TCM). Close concentration mixtures will be selected in order to obtain a satisfactory homogeneity of batches and avoid the troublesome international circulation of cylinders. The SO-2 stability (less than 5 % decrease assumed in one year) will be verified by the CL, analysing each cylinder before and after the national ring tests. In the interlaboratory test of black smoke measured by different procedures in the EEC, a number of stained filters sampled by the CL will be sent to each NCO for national ring tests. The readings will be cross-checked between the CL and corresponding laboratories for different filter - reflectometer configurations. In an international ring test the cross-checks will be carried out with the NCOs using the same configuration. An international ring test for fibre glass and membrane filters used for TSP measurements is under way. The cross-checks are performed between the CL and the NCOs using the conditioning and weighing procedures described in the Directive. At the end of each test, all data gathered by the NCOs will be consigned to the CL for results, evaluation and further distribution.
