INDIVIDUAL CHOICE AND ENABLING STRUCTURES. EUROPEAN DIRECTIONS IN CARE OF THE ELDERLY - PROCEEDINGS OF A WORKSHOP "POLICY ISSUES IN THE HEALTH AND SOCIAL WELFARE OF THE ELDERLY" HELD IN LUXEMBOURG, SEPTEMBER 14-17, 1982.
This volume contains the proceedings of a workshop on Policy issues in the health and social welfare of the elderly held in Luxembourg from 14 to 17 September 1982. It includes a review of national health and social policies and the problems arising from the existing size and the anticipated increase in the population of persons aged 60 and over across Western Europe. identification and observation of at-risk groups are reviewed, which often had been considered as opposites + family care or State care, life at home or in institutions, etc. The varying needs of individuals demand an equivalent range of options. A set of alternative policies under the title Individual choice and enabling structures have therefore been evolved. The operation of a flexible structure would demand a simple monitoring system at the level of primary health care. One simple, well researched system in operation was revised as a model for wider application. Such a monitoring system would also provide necessary data for the development of needed services at the places and in the proportions likely to satisfy needs. Recommendations for future activities with the overall aim of promoting the implementation of policies and practices which seem justified on the basis of current research evidence, are made.
