Abstract

Differential equations for a small amplitude electromagnetic perturbations in a hot non-uniformly magnetized inhomogenous plasma are derived from the Vlasov and Maxwell equations. Assuming a slab geometry, a perturbation expansion to second order in the smallness of the Larmor radius compared to characteristic scale lengths of the plasma and fields is used. The results are expressed in terms of an equivalent dielectric tensor operator. The equations are shown to possess appropriate conservation properties.
